Per the official Persona 5 Royal Steam store page, the game's story is set in Tokyo, where Joker lives out his double life "by day as a student, by night as a phantom thief" across the city's districts — the most authentic real-world setting the series had used up to that point.

The Core Districts and Their Real-World Models

Yongen-Jaya — Your Home Base

The most important district, because it's where you live. Café Leblanc's attic is Joker's room (and the Phantom Thieves' planning HQ), and the backstreets pack in four Confidants:

• Tae Takemi (Death) — the shady clinic doctor whose rank-7 perk unlocks SP-restoring accessories, the single best early-game money sink.
• Sojiro Sakura (Hierophant) — your guardian; coffee and curry-making raise your social stats.
• Sadayo Kawakami (Temperance) — calls home from Yongen-Jaya for "service calls"; rank 10 unlocks evening activities after Metaverse trips.
• Futaba (Hermit) — lives with Sojiro; her arc is the district's emotional core.

Shibuya — The Hub of Everything

Shibuya is where most of your after-school time goes: the Undergress Mall for gifts and accessories, Central Street for recovery items and gear, Station Square for Toranosuke Yoshida's (Sun) speeches, and the Big Bang Burger part-time job. Confidants here include Ann (Lovers), Yusuke (Emperor), Iwai (Hanged Man), Mishima (Moon) and the twins' Strength link. Kichijoji — Royal's New District

Kichijoji is Royal's flagship addition: the Penguin Sniper darts bar (Baton Pass upgrades), a billiards hall (technical-damage upgrades), the Penguin Café, a used-clothing shop, and a shrine. The spinoff P5X reuses the city with its own districts: Zoshigaya (Wonder's home), Kokatsu Academy and Kiba Academy (the schools), Shimokitazawa and the seaside Shirosato Kaigan, plus familiar Mementos and Palace structures.
